Cavendish Professionals are seeking qualified Facilities Managers to take on an amazing opportunity to work in the middle east for a prestigious client of ours providing Rail services across the Gulf. My client requires an experienced Facilities Manager that has worked for a rail operator. There are attractive salary packages, bonuses and even childcare allowances included.

Job Purpose:
To develop Facilities Management strategy by supporting the O&M LRT/ LD Service in terms of planning, development, and management of Qatar Rail Service Delivery Department in relation to delivery of facilities management services for LRT/ LD project while developing & achieving standards & internal targets for safety, availability and assets maintenance.

Duties & Responsibilities:

  • Supports development & deployment of strategies to restore & recover services affected by operational incidents, related to facilities, bad weather, staff shortages or equipment failure, and acts as a focal point within Service Delivery in incident management and liaises with the emergency services and agencies for assistance;
  • Provides inputs for planning, development & implementation of policies, procedures and work instructions for aligning department's operations to the committed performance targets to ensure operations efficiency and performance of facilities;
  • Meets Key Performance Indicators according to targets agreed with O&M Facilities & Retail Senior Manager in areas of: Management of client and contractor interface, delivery of study reports on time, preparations for launch of service.
  • Leads & participates on behalf of Qatar Rail in development and updating of standard operating procedures and work instructions due to changes in customer's requirements, legislation, work process and methods and etc.;
  • Liaises with the Shadow Operator to ensure completion of Operations tasks relative to the LRT/ LD to ensure that the output of the Shadow operator is in line with agreed work requests
  • Leads the technical part of the tendering process for the end-state operators in coordination with the procurement team during the Preparation, Clarification and Evaluation phases
  • Liaise with the Civil, MEP and System team during the Design, Testing and Commissioning phases to ensure on behalf of Qatar Rail that the operability of the LRT/ LD aligns with best international practice
  • Captures & devises plans aimed at identifying risks associated with contractors and third parties working on or in the vicinity of LRT/ LD, including interface with Contractors during the defects liability period.
  • Complies with all Qatar Rail CMS Policies and Standard Operating Procedures;
  • Performs and carries out other duties as instructed / directed by the O&M Facilities & Retail Senior Manager;
  • Provides support to O&M Department regarding for the resolution of complex issues, compliance issues and potential problems related to operations;

Accountabilities:

The job holder will be accountable to verify quality of outputs from Shadow Operations team against the programmed activities, to ensure delivery of all facilities management matters within LRT/ LD Service Delivery, to provide service delivery input to all HAZOP, risk and design reviews with regard to LRT/ LD facilities management and to support contracts development for the eventual end state operator(s) of LRT/ LD.

Desired Profile:

Education:

  • Bachelor or Master degree in Design, Building, Project Management, Mechanical or Electrical Engineering, Facilities and/or Maintenance management.
  • Membership of Chartered Institute of Building, Building Engineers s or other relevant professional engineering associations desirable.

Experience:

  • 10 years of general building or maintenance management experience.
  • Formal or hands on prior experience of facilities, building or maintenance disciplines in buildings

Professional Training:

  • Working knowledge of Facilities Management System and Public Building operations;
  • Thorough understanding of MEP in Buildings and Car parks and Landscaping's outside a building demise

Skills:

  • Highly motivated and flexible to work in a time-sensitive environment to respond quickly and effectively to unanticipated high workloads, events and emergencies;
  • Excellent analytical reasoning ability and capable of making decisions on complex matters;
  • Ability to multi-task and analyse situations promptly and without bias so as to determine the proper course of action or alternatives without jeopardising human safety, quality and the committed performance targets;
  • Thorough understanding of all aspects of safety issues related to railway maintenance.
