Cavendish Professionals are seeking qualified Light Rail O&M manager to take on an amazing opportunity to work in the middle east for a prestigious client of ours providing Rail services across the Gulf. My client requires an experienced Facilities Manager that has worked for a rail operator. There are attractive salary packages, bonuses and even childcare allowances included.

Job Purpose:

To develop Lusail LRT operational & Maintenance strategy in terms of planning, development, and management of Qatar Rail Service Delivery Department in relation to delivery of operational services for LRT project while developing & achieving standards & internal targets for safety, operations, service reliability, and customer service.

Duties & Responsibilities:


  • Develops strategies to restore & recover services affected by operational incidents, bad weather, staff shortages or equipment failure, and acts as a focal point within Service Delivery in incident management and liaises with the emergency services and agencies for assistance;
  • Manages the development & implementation of policies, procedures and work instructions for aligning department's operations to the committed performance targets to ensure operations efficiency and performance;
  • Manages the development and implementation of policies and procedures for minimising the life cycle maintenance costs, maximising availability of facilities and systems, providing for system safety, maximising reliability and providing adequate protection for employees, facilities, equipment, and parts;
  • Meets Key Performance Indicators according to targets agreed with O&M Director in areas of: production of LRT O&M documents, delivery of study reports on time, preparations for launch of service.


  • Manages effectively processes & expert resources to meet requirements of LRT customers e.g. service frequency, punctuality, cleanliness and provision of information.
  • Participates on behalf of Qatar Rail in development and updating of standard operating procedures and work instructions due to changes in customer's requirements, legislation, work process and methods and etc.;
  • Participates in development and updating of maintenance operating procedures and instructions due to changes in system maintenance;
  • Reviews any non-conformances and Safety Notices raised against the department regularly and ensure to close out overdue Non-Conformances (NCs) within agreed timescales;
  • Defines maintenance level requirements of assets related to the LRT
  • Liaises with the Shadow Operator to ensure completion of Operations and Maintenance tasks relative to the LRT to ensure that the output of the Shadow operator is in line with agreed work requests
  • Leads development of plans & processes to ensure infrastructure, trains and other LRT assets are safe for operations, which includes development of engineering standards, controlling configuration of rail system, and delivery plans relating to planned and reactive maintenance.
  • Captures & devises plans aimed at identifying risks associated with contractors and third parties working on or in the vicinity of LRT, including interface with Contractors during the defects liability period.
  • Ensures that environmental impacts arising from maintenance activities are properly managed and fully compliant with all the local legislation and Qatar Rail policy. This includes storage of fuel & other materials, management of discharges from train washing plants, and minimising noise and vibration associated with maintenance activities.
  • Complies with all Qatar Rail CMS Policies and Standard Operating Procedures;
  • Performs and carries out other duties as instructed / directed by the O&M Senior Manager LRT;


  • Develops O&M LRT Service and coordinate resources;
  • Provides leadership to O&M LRT Experts regarding for the resolution of complex issues, compliance issues and potential problems related to operations and maintenance;
  • Provides support to O&M LRT Experts regarding engineering activities and maintenance works of their functional areas;

Desired Profile:


  • Bachelor or Master degree in Engineering, Facilities or Operational management or other railway related area.
  • Membership of Institute of Railway Operators or other relevant professional engineering associations desirable.


  • 10 years of general operations and or maintenance management experience.
  • Formal or hands on prior experience of ideally an operational LRT in an engineering and maintenance discipline such as signalling, rolling stock or civil engineering. Additionally, a general manager role in an operational LRT in either a Stations, train or integrated operational control room environment is desired

Professional Training:

  • Working knowledge of train scheduling, train utilisation, control centre operations, station operations, train operations and depot operations;
  • Thorough understanding of the rail systems basics such as LOS driving, OCC, signalling systems, ATO, ATP, traction power supply distribution, platform screen doors, automatic fare collection, track and crossovers, control and communication systems and E&M systems, their functions and operations.
