Our client based in Qatar is looking for an experienced Procurement Expert to join their team.

Job Summary:

To provide strategic and operational support to program procurement management team in order to ensure effective, timely, quality and economical supplies and services to and to administer and manage major Civil and Railways procurement and contracts.

Duties & Responsibilities:

  • Implements procurement and contract management instructions, policies, and procedures.
  • Administers projects procurement activities including market research, vendors prequalification, tender preparation, tender administration, preparation of tender evaluation manual, preparation of require tender evaluation logistics, tender evaluation, preparation of tender evaluation reports, negotiations, preparation of award document, preparation of contract document, contract support up to contract closeout.
  • Administers implementation of procurement policies and procedures Contractors and Subcontractors are to observe.
  • Assists with contractors' and subcontractors' grievances.
  • Maintains a record of deliverables completed and received per project.
  • Assists with the financial and contract negotiations within the appropriate management level.
  • Assists with the negotiation of contract terms, pricing and payment schedule, to ensure commercial advantage.
  • Ensures compliance with laws as to oversee the completion of each procurement activity related to the projects.
  • Analyses and identifies internal and external cost drivers and develops saving opportunities and benchmarking of industry standards and practices.
  • Manages the relationship with project procurement stakeholders to understand business priorities and translate them into procurement strategies;.
  • Develops streamline communication methods with suppliers. Identifies issues related to vendor and procurement performance and propose long-term solutions.

Skills & Experience:

  • Bachelor's degree in relevant (Civil, Mechanical, Electrical or similar) discipline
  • Added qualification viz. Quantity Surveying, Business, Commerce desirable
  • At least 10 years of professional experience in major Infrastructure and/or Railways and Metro projects,
  • Experience in the procurement and/or administration of major Civil, MEP, and Architectural works,
  • Experience of managing and developing contracts and relationship management with contractors and consultants
  • Experience with contracting principles and practices such as tendering, subcontracting, outsourcing management
  • Experience in drafting contracting documents across various stages of the project lifecycle (e.g. SOW, Charter, progress reports, Gantt charts, etc.)
  • Expert level knowledge in sourcing and procurement strategies and policies.
  • Computer skills including proficiency in common word processing, spreadsheet, MS project and presentation programs.
  • Keeps abreast of new legislation, government policy, best practice and relevant external factors relevant to procurement and contracting activity.
  • Team player mentality with well-developed communication skills
  • Advanced analytical interpretation and problem-solving skills
  • Highly numerate, with highly developed analytical skills using qualitative and quantitative data
  • Attention to detail and ability to cope with crisis and difficult situations
  • Strong negotiation skills with practical expectation of what can be achieved
  • Values professional integrity and service to the Employer, Communicative, polite, and able to perform under pressure
  • Effective time management, priority setting and planning skills
  • Ability to build lasting relationships and command confidence with management, colleagues and stakeholders
