Our client is currently the most exciting transport projects in Europe, and they are currently looking for an established Procurement Manager to join their team, based in Birmingham.

Job Summary:

As a Procurement Manager you will be responsible for managing the procurement of all goods and services to support the delivery of our client's remit. You will also need to advise on applicable EU and UK procurement legislation and developments.

This role is for the procurement of goods and services however not necessarily related to construction.

Roles and Responsibilities:

  • Advise client on applicable EU and UK procurement legislation and developments, applicable government policies and procurement routes
  • Support the development of appropriate procurement strategies that provide value for money in line with objectives
  • Develop and maintain a plan of all procurement activity to meet business needs and advise on resource needs and options
  • Co-ordinate the production of invitation to tender documents, instructions, evaluation plans and reports
    Ensure that business managers have obtained procurement authority in accordance with our client's delegated authorities
  • Act as the principal conduit for communication with external companies during the procurement process
  • Ensure a robust audit trail is put in place for all procurements
  • Ensure continuous development in the procurement processes and procedures
  • Facilitate the development of our client's relationship with existing and potential suppliers, central government and other rail industry procurement bodies

Skills and Requirements:

  • Knowledge and experience of working with or for publicly funded bodies, including central government departments
  • Skilled in compiling robust tender and commercial documents
  • Excellent knowledge of applicable EU and UK procurement legislation
  • Experience of procurement in planning stage of UK publicly funded infrastructure projects
  • Awareness of government initiatives and policies with the ability to assess relevancy and defend applicability
  • Background in procuring services through different routes depending on value including use of OJEU processes and government frameworks
  • Knowledge of different forms of contract and risk allocation
  • Good appreciation of supply market for technical services;
  • Membership to the Chartered Institute of Purchasing and Supply (or actively working towards)
  • Understand and experience of cultivating strong relationships with existing and potential suppliers to the client
  • It is expected that you will actively promote and embed Equality, Diversity and Inclusion (EDI) in all your work and support and comply with all organisational initiatives, policies and procedures on EDI
