Job Purpose

  • Actively support the Senior Manager Quality in the development, implementation and continual improvement of the Company Management System (CMS), policies, assurance activities.
  • Accountable for Quality management responsibility in respect of all QR operations, including policy/procedure development, operational readiness, office activities, audit programmes & standards.
  • Responsible for delivering & communicating high quality, accurate, periodic QR Quality assurance reports.
  • Collaboratively sharing of best Quality practice amongst all relevant QR and relevant stakeholders.
  • Directly ensure the protection of QR Quality reputational risk arising from activities by QR and/or its partners.
  • Exhibit Quality Leadership behaviours in line with & in support of the QR vision, values, mission and goals.

Duties & Responsibilities

  • Define/monitor operational QSHESE requirements for ensuring delivery of the governance framework for railway operations.
  • Identifying opportunities for measurable QSHESE performance efficiencies and service improvements through robust root cause analysis & trend analysis techniques.
  • Gain assurance of QSHESE & Rail Operator performance to ensure a consistent application of the QR CMS and adherence to QR Policy, Procedures & standards.
  • Leads on an accurate collation of Quality key performance indicators (KPIs) and high-quality periodic QR Quality reports & dashboards.
  • Conducts regular QSHESE Leadership tours, inspections and audits to ensure compliance by Projects, rails operators, suppliers and/or maintainers to the Quality management and provide high-quality reports to QR Senior Management.
  • Promotes consistent positive communication & application of periodic QR Quality/improvement Initiatives.
  • Provides briefing updates to project and operations Quality teams regarding QMS development, Quality performance (for onward cascade).
  • Maintain an overview of project and operations Quality performance data and closure of recommendations and actions. Escalating where required ensuring effect closeout of improvement actions.
  • Ensure non-conformances/assurance findings are correctly reported into QR reporting systems.
  • Ensure that Improvement Plan written or reviewed are objective& outline SMART recommendations.
  • Work in accordance with the current Quality budget & associated procedures.
  • Actively seek financial efficiencies and/or financial opportunities to benefit QR.
  • Support development of the QSHESE capability in line with the business needs.
  • Actively self-develop QSHESE skillset, knowledge, experience & behaviours in line with QR activities & the risk profile.
  • Ensure QSHESE people resources are utilised to ensure efficient and effective outcomes.
  • Promote a QSHESE "Leading Excellence" culture consistent with QR objectives and values including zero harm, right first time and building a positive Health and Safety Culture.
  • Conduct subordinate QSHESE department staff performance reviews where required
  • Support the QR Environmental program in reducing QR carbon footprint.

Desired Profile:

Education :

  • Tertiary qualification - Bachelor's Degree, Master's Degree and/or equivalent Diploma in the relevant field.

Experience :

  • Minimum 10 years' experience in implementing and monitoring effective QMS and processes in line with international best practice e.g. ISO9001 in an operational railway &/or construction environment at a management level.
  • Membership of professional Quality institution recognised by QR.

Professional Training:

  • Qualified Auditor

Skills:

  • Computer literate
  • Effective use of common IT systems (i.e. Word, Excel, PowerPoint, Visio)
  • Knowledge of SharePoint & QR Assurance reporting systems
  • Effective English oral/written & report writing communication skills.
  • Accountable and naturally collaborates with QSHESE /QR teams to seek innovative, cost-effective solutions.
  • Able & willing to collaborate with QR stakeholders to deliver improved QSHESE performance
  • Effective organisational skills to fully maximise their time & the time of others in QR
  • Consistently works effectively as part of a team or alone as required by tasks & QR requirements
  • Ability to represent QR to Regulatory authorities in liaison over H&S matters
  • Actively seeks & provides constructive feedback from a range of stakeholders across the QR organisation
  • Actively seeks opportunities to promote/support/celebrate QSHESE/QR successes
