Based in Qatar, our client is a government-run company set up to manage, operate and maintain three unique and fully integrated rail system to the citizens of Qatar.

Our client is looking for a Rail Functional Safety Manager to support Qatar Rail Network Wide Railway Safety & Regulations function within the Service Delivery division; participating in the safety approval processes, reviewing AAPP-milestone deliverables, supporting functional safety management within Qatar Rail.

Job Summary:

The job holder is accountable for the timely delivery of reviews and comments to AAPP-milestone deliverables, associated documents and other tasks as agreed with the Safety Manager.

Duties & Responsibilities:

  • Supports plans & procedures (AAPP's) which are relevant to the Safety Certification of the Metro, the Tram and the Long Distance
  • Supports Safety Review Panel (SRP) decision making and associated processes.
  • Meets the Key Performance Indicators and division objectives targets agreed with Director, Rail Safety & Regulation
  • Reviews and comments the contractors AAPP-milestone deliverables
  • Supports and prepares submissions to the Safety Review Panel (SRP)
  • Provides expert functional safety support where needed within QR
  • Supports best industry practices in the identification and use of safety targets and indicators
  • Supports developers, contractors, operators and maintainers on their functional safety strategies
  • Assisting stakeholders, engineering and project management in understanding the system certification challenges and working with them to achieve certification for the Metro, the Tram and the Long Distance systems.
  • Preparing for and participating in Hazard Analysis workshops, project design reviews, safety design reviews and other system assurance activities as required.
  • Assist in the development of internal practices in support of Rail integration across all disciplines.
  • Liaises with Program delivery assurance undertaking safety management audits when required.
  • Participating in setting up framework and processes for the monitoring of findings from accident investigations
  • Performs and carries out other duties as requested by the Director, Rail Safety & Regulation.
  • Provide assistance to the O&M department in the development of operational rules and procedures for the railway systems.
  • Complies with all Qatar Rail Company Management System (CMS) policies, plans and procedures


  • Experience working on similar railway projects.
  • Experience working with the tendering and procurement of professional services.
  • Experience in the analysis and documentation of systems engineering and assurance works and processes from concept and design to Implementation and client handover.
  • Experience in Heavy haul freight, Passenger Railways, Metro and other guided transport systems.
  • Minimum of 10 years within the functional safety and safety approvals and associated decision making. Experience in risk management methods (EN5012X) and functional safety analytical techniques (IEC 61508 and EN5012X), railway engineering and bringing assets into use.
  • Test & Commissioning experience in complex transportation schemes.
  • RAMS management and experience of Verification and Validation.
  • Experience in obtaining certification/accreditation to place railway system in revenue service.
  • Experience from working with Independent Safety Assessors and Railway Regulators.
  • Formal or hands-on training in quality, risk management and project management is desirable.

  • Annual service award - 1 months' basic salary for every year of service (basic salary is calculated at around 60% of the total monthly package stated above)- this is a guaranteed bonus as part of the Qatari labour laws
  • Annual performance related bonus - 0-4 months' salary - Client organisation in the Middle East are known for paying a min of 2 months bonus per year
  • Permanent contract with 5 yr visa granted and renewable if you wish to stay on
  • Schooling allowance of 30,000 QR per child for up to 4 children
